Equality Impact Assessments
An Equality Impact Assessment (EIA) is a tool used to evaluate the potential impact of decisions, policies, or proposals on individuals with ‘protected characteristics’: attributes which may result in people being marginalised, discriminated against, or disadvantaged.
EIAs are conducted by Tameside Council in accordance with the Public Sector Equality Duty (Equality Act 2010, section 149), which requires all public bodies to pay ‘due regard’ to the three general aims of eliminating discrimination, enhancing equality of opportunity, and fostering good relations.
An EIA must be completed for all decisions affecting service delivery to ensure potential impacts are identified and managed and remove barriers to equality. Through completing an EIA, all nine legally mandated ‘protected characteristics’, outlined in the Equality Act 2010, are considered and assessed, alongside Tameside’s ‘extra protected characteristics’: Carers, Cared for Children and Care Leader, Ill Mental Health, Neurodivergence and Socio-Economic Disadvantage. Tameside defined extra characteristics to ensure the specific needs and experiences of local communities were considered throughout the decision-making process.
