Preferred Option overview

The Preferred Option Consultation Draft Local Plan was produced taking into consideration the representations received to the Options and Preferences consultation undertaken in 2025. The Preferred Option Consultation Draft Local Plan sets out the council’s preferred approach, with the policy approaches previously consulted on now ratified into designated policies, with each policy being supported by a Reasoned Justification.

A consultation on the Homes, Spaces, Places Preferred Option Consultation Draft Local Plan was undertaken for a period of 9 weeks from 19 December 2025 to 20 February 2026.

The consultation was initially due to end on 13 February 2026 but the closing date was extended following an amendment made on 23 December 2025 to remove the housing and employment allocation HSP S2E: Allocation 1: Land northwest of Junction 24 from the plan. Following removal of the allocation, consequential amendments to Policy HSP S2E: Audenshaw were made to remove reference to the allocation in the policy text and to renumber the remaining development allocations and policy criteria.

Consequential amendments were made elsewhere in the plan and supporting information to remove reference to the allocation, namely removing a criterion from Policy HSP S2F: Denton that referenced the allocation and renumbering of the remaining policy criteria, revising the housing and employment land supply figures throughout Chapter 5 Spatial Framework, and updating the page numbering and contents pages. Separately there were some typographical corrections made at points throughout the plan.

The plan was supported by the Preferred Option Policies Map, a Habitat Regulations Assessment (November 2025) and the Preferred Option Consultation Draft Local Plan Evidence Base.

Preferred Option consultation outcomes

A total of 711 responses were received to the consultation. Responses have been grouped and listed alphabetically in first name order. If a respondent included a title before their name such as Mr or Mrs, that response will be listed under ‘M’ and so on. If a response was submitted on behalf of an organisation or group, the response will be listed under the name of that organisation or group. Responses can be viewed below.

The outcomes of the consultation were used to inform the next stage of the plan-making process, the Homes, Spaces, Places Publication Consultation Draft Local Plan.
